Citizen of Rostov oblast Olga Menesheva, who was beaten by police officials in 1999, gained a suit against Russian Federation at law in Strasbourg. European court of Human Rights obliged Russian government to pay indemnity in amount of 35,150 euros. European court resolved that Russian authorities committed rude violation of Mensheva right for fair investigation. Masked policemen detained Mensheva in 1999 with regard to the case of murder in Bataisk city. They beat her in police and even threatened to the family. Then local court sentenced her to 5 days of imprisonment for arrest resistance. Arrest of women was not registered officially and her apartment was searched without authorization. The woman applied to Russian degrees of jurisdiction afterwards but they refused to sustain her claim. After examination of Mensheva case European court for human rights considered that Russian Federation violated rights of Russian citizen by 5 articles. It is not known if decision of Strasbourg court will be executed in Russia. At present moment only 54% of court decisions are carried out. Director of Russian Federal Court Bailiffs Service Nikolai Vinnichenko sees positive dynamics. Before establishment of the service percentage of court decisions` execution didn`t exceed a third part.
