As announced by the German Minister, Ukraine needs a constitutional reform that will strengthen decentralization and the protection of minorities". "Stop fire should be used as a chance to come to a political decision", - said the head of the German foreign Ministry. According to him, one way or another territorial agreement Ukraine is not questioned. The Minister warned of a return to the cold war in Europe. "We don't want the cold war, we really don't want a "hot war", we want to preserve European peace order," he said, Steinmeier RIA Novosti. Recall that the Protocol on the results of the meeting in Minsk, published by the OSCE in the night of 7 September, implies the adoption by Ukraine of the law on the special status of Donetsk and Lugansk regions. One of the paragraphs of the document is the carrying out of early local elections according to the law of the state. "Do the decentralization of power, even by the method of the adoption of the law of Ukraine "On the temporary procedure for local government in some areas of Donetsk and Lugansk regions" (law on the special status)", - is told in the document on the website of the OSCE. The Ukrainian authorities among others will accept a law that does not allow for the prosecution and sanctions persons who participated in the events "in some areas" of Donetsk and Lugansk regions of Ukraine. "To adopt a law on the prevention of harassment and sanctions persons in connection with the events that had taken place in some districts of Donetsk and Lugansk regions of Ukraine," prescribed in the agreement. Mandatory part of the peace project is the conclusion of illegal armed groups and military equipment location power. "Bring criminal armed forces, military equipment, militants and mercenaries with areas of Ukraine", - says the document.
