The Ministry of culture is preparing a bill to collect from all users of Runet. Tax on the Internet, the Ministry proposes to recover in favor of the copyright holders. All users each month pay fixed rate, and for that use so-called large-scale license downloading from the web content that is protected by copyright. Deputy culture Minister Grigory Ivliev reported that benefits from such charges can have socially unprotected groups of the population - the elderly, adolescents, the disabled and students. "The question about the use of certain categories of Network users of the exceptions in the form of exemption from payment of large-scale license remains at the stage of elaboration and discussion", quoted by Izvestia Ivlieva. The Ministry of communications and the Ministry of economic development has prepared a negative feedback on the new bill. A negative opinion was expressed by the Main control management (CSU) Administration of the President of Russia. Followers of operators, which is supposed to collect payment, were skeptical of the bill. "To realize it is impossible - there is no hardware technical tools for the global analysis of content consumed online. According to the findings of the project organization "Giprosvyaz", the creation of such a system in Russia will cost billions of dollars," informs adept MTS Dmitry Solodovnikov. "Pupils as they say are not formally subscribers. Contracts for them, usually renew themselves parents. And the operator will not be able to distinguish the subscriber-schoolboy from its parent," explains an official dealer of VimpelCom (Beeline) Anna Imasheva.
