The state Duma approved on Wednesday in the first reading the draft law regulating the rules of subsoil use in the Crimea in connection with the entry region into Russia.

The authors of the changes were made by the deputies from the Duma faction "United Russia" and the Communist party.

According to the law, until June 1, 2015 users of subsoil plots located within the boundaries of the Black sea and Azov seas under the jurisdiction of Russia, which these sites have provided the Ukrainian authorities have the opportunity to submit an application to the government of the Russian Federation on granting them the use of data of subsoil. Granting the right of subsurface areas will be carried out without tender (tenders, auctions).

The government can refuse if there is a Danger to the national defense and security of the country in granting the right to use subsoil.

With regard to the subsoil within the limits of the Crimea and Sevastopol, the authors offer a bill to establish a transition period until 1 January 2017 for their users, which you can write an application to the Federal Agency for subsoil use. Such licences will be valid until the expiry date.
