The Ukrainian Parliament at the second attempt took a government Law that allows to restrict the supply of natural gas to the debtors and to conduct the enforcement of debts to Naftogaz of Ukraine ".

Such a decision at the meeting on Thursday was supported by 243 MP when the required minimum of 226 votes. The law was adopted in first reading in early March.

The Cabinet plans to reduce the funding of "Naftogaz" from the state budget in 2015, at 5, 8%, to 29, 7 billion UAH. First Ukrainian authorities across the country have raised gas prices for residents.

in the explanatory paper to the law concerning the stabilization of the financial wealth of "Naftogaz" reported that on January 1, 2015 General customer's debt to the company for natural gas exceeded the 29, 6 billion hryvnia (about 1, 4 billion dollars at current exchange rates).

the government considers that the level of indebtedness of clients to the firm for the consumed natural gas is critical, "Naftogaz" has no real tools to recover debts. It is therefore proposed " to develop effective tools for debt recovery and the impact on debtors." For example, it is proposed to allow the enforcement of debts owed to the state holding Naftogaz of Ukraine " for the consumed gas, and to introduce technological limitations of gas supply for the enterprises-debtors, and among them heating utilities.

"The supply of objects in the field of heat supply shall be terminated in case of violation of heat generation, heat supply organizations settlement term for the fact of consumed natural gas and/or extraction of natural gas in the absence of such organizations scheduled delivery quantity of natural gas for the current month ", - said in the text of the law.

According to the document, the debt of the heat generating and/or heat supply organizations for natural gas consumption in the period from 1 January to 31 December 2014 (excluding fines, penalties and financial penalties recoverable as a consequence of a court judgment), outstanding on the day of entry into force of this act, subject to the restructuring by installments for 24 months.

Naftogaz and its subsidiary gas supply is permitted to initiate the bankruptcy procedure of the debtor companies, the Law also suspends from 1 July 2015, the moratorium on enforcement proceedings and enforcement of arrears with municipal heat plants.

"During the preparation of the document for the second reading 70% discount, which was the first version of the law, selected, and endure possible to expose a serious punishment to the district heating companies only if they fare economically justified," - said Deputy Minister of energy and coal industry of Ukraine Igor Didenko.

Now the Law must be signed by the leader of Ukraine, it will take effect from the day following the day of its promulgation in the official media.
