The head of Ukraine Petro Poroshenko uses the tactics of unilateral implementation of the Minsk agreements by throwing dust in the eyes of European partners, however, he veers and waives any real dialogue with commissioners of Donbass, said the Director of the Ukrainian Institute of analysis and policy management Ruslan Bortnik.
