As told by the Creator of the Law, the main objective of the project is the condemnation of anti-Ukrainian and proseparatist manifestations of Ukrainian culture, art and show business, and the use of them public liability in the form of deprivation of the title of " people's actor of Ukraine ".

"Today in Ukraine there was an unprecedented situation, when citizens, who for many Ukrainians were authorities, on TV, media stand with anti-Ukrainian slogans. This situation requires an urgent response, namely, early deprivation of these "pseudo-folk" artists title of "people's actor of Ukraine," said Melnychuk.

The draft Law proposes to deprive Ani Lorak, Taisia Povaliy, Joseph Kobzon, Nikolai Baskov, the title of " people's actor of Ukraine ".

The Ministry of culture of Ukraine in the last month of summer released the "black list" of cultural figures from Russia, who, in the opinion of the Ukrainian authorities, "create a danger to state security" of the country. The list included: Oleg Gazmanov, Joseph Kobzon, Iosif Prigozhin, Ivan Okhlobystin, Nikolai Rastorguev, Mikhail Porechenkov, Mikhail Boyarsky, Grigory Leps, Sergei Bezrukov, Gerard Depardieu. The list also includes Vladimir Kucherenko, Yegor Kholmogorov, Mikhail Khazin, and Valeria perfilova. In late summer, the list was expanded by adding, for example, included Actor and Director Nikita Mikhalkov.
