Some international observers have already agreed to attend a local election within the self-proclaimed Donetsk people's Republic, the question of the participation of commissioners of the Bureau for democratic institutions and human rights (ODIHR) remains open, said correspondents Plenipotentiary representative of the DND in Minsk Denis Putilin.

"Regarding the ODIHR, the question remains open. They do not wish to participate in the form of observers, but a Number of other international observers have already given their consent, " he said.

The reform of the Constitution of Ukraine in the part of the decentralization envisaged by the Minsk agreements of February 12.
