Mortgage debtors will be exempted from taxes In case of debt collection and the sale of apartments troubled mortgage borrowers banks are willing to forgive them for the balance owed. However, the amount debited will be taxed at the rate of 13%. Banks suggested that the Ministry of Finance to release debtors from tax payments.

The Association of Ukrainian banks (ARB) sent a letter to the Minister of Finance, Anton Siluanov with the wish to liberate troubled mortgage borrowers from paying income tax on the amount forgiven by the Bank of debt, inform "news". At the same time, credit institutions are asked to consider the loss from write-off costs - thereby reduce their tax.

"For many families the proposed algorithm restructuring is not only one of the most effective, but, in fact, the only possible. It allows you to save your own reputation, credit history and is not allowed a judicial action. But borrowers often refuse such a method of settling debt in connection with the need for income tax", - is told in the message. Meanwhile, the Finance Ministry is ready to support the initiative only partially. Thus, the Agency is prepared to exempt from taxation only the portion of the forgiven debt, which is offset by government banks in the framework of the programme of assistance to mortgage borrowers. The program, in particular, the possibility of forgiveness by the Bank of the principal on a mortgage loan when you change the currency of the loan agreement for rubles. With all this, the Bank will be reimbursed 50% of the damage, but not more than 200 thousand rubles. Consequently, debtors will be able to rely on the exemption only half forgiven amounts and only if it does not exceed 400 thousand rubles.

According to some experts, the initiative will relate solely to foreign currency mortgage borrowers. But, in their opinion, the problems associated with the inability to repay loans can be solved by using the mechanism of bankruptcy of physical persons. Other experts have reported that in developed countries the debt write-off by banks is very rare, but at the same time, the forgiven debt is not recognized as income of the debtor and therefore not taxed.
