The Russian side will not have the opportunity to appeal against the Kiev's denunciation of the intergovernmental agreement with Russia on the completion of construction of the 3rd and 4th units of Khmelnitsky NPP, the head operator of all nuclear power plants in Ukraine, organization of "Energoatom" Yuriy Nedashkovsky.

"(The agreement - ed.) were studied and our lawyers, and lawyers of the Ministry of justice, it does not entail the possibility of filing any kind of claim, because it is on the procedure of conclusion of contracts of an international nature, there are no penalties, there is simply provision for the notification procedures, " Nedashkovsky said at a press conference on Wednesday.

He added that the three documents planned to be signed during the intergovernmental contract, the parties managed to sign the contract only the contract, but it expresses only the framework and desires of the parties, but does not contain commitments.

Ukrainian Verkhovna Rada last week passed a law on terminating the agreement with Russia about construction of 2 power units of Khmelnitsky NPP. Opinion about cooperation of Ukraine and Russia in the construction of the 3rd and 4th power units of KhNPP was taken at a meeting of the Prime Ministers of Russia and Ukraine on 30 April 2010 in Sochi. The intergovernmental agreement on the project was signed on 9 June 2010. Analysis of Rosatom, work had to cost 5-6 billion dollars.

Ukrainian authorities pronounced the intention to bring to pay for the project of the Russian loan of 2 billion dollars. Rosatom has stated many times that showed interest in this project and performed all the appropriate steps. The Russian nuclear state Corporation, said in July that he had not received from the Ukrainian side an official non-cooperation on the project of completion of Khmelnitsky NPP.
