According to the document, the reasons for obtaining entry permits for foreigners are also considered to be preaching religious beliefs, perform religious rites or satisfaction of religious needs (exclusively at the request or with the agreement of the Ministry of culture), as well as participation in the activities of the Mejlis of the Crimean Tatar people.

foreign correspondents are obliged to obtain special permission in consultation with the Ministry of information policy of Ukraine. Defenders Authorized international governmental and non-governmental organizations are obliged to coordinate their own visit with the Ministry of foreign Affairs of Ukraine.
