Naryshkin believes in mutual waiver of penalties on MPs
The speaker of the state Duma Sergey Naryshkin, together with the Russian people's elected representatives believe in the proposals of the parliamentarians of the Russian Federation on mutual waiver of penalties on members of Parliament.
