The white house tried to convince the Congress to balance military and non-defence spending
The U.S. administration to persuade Congress to finalize the budget for 2016 on the principle of "dollar for dollar" without increasing defense spending without increasing costs to other important areas.

The draft defense budget among other things provided that from 612 billion total expenditure budget planned to allocate 300 million dollars to provide assistance to Ukraine in military and intelligence cooperation, including military weapons, ammunition, drones, anti-tank weapons and mortars.
