Police said Thursday that the victim of a fatal knife attack in Central London, the night was American woman and ruled out terrorism as a possible motive.

Police reported that the detained 19-year-old boy on suspicion of murder. The suspect is a Norwegian citizen of Somali origin, Rowley said "so far we have not found any evidence of radicalization".
