The U.S. Secretary of defense ash Carter visited India, in a last attempt to improve relations with an ally. This may be the deciding factor, as China asserts itself.

Carter devoted much personal attention to his Indian counterpart and it can be the deciding factor, as the Obama administration prepares to hand over the reins to President-elect, Donald Trump, and he in turn directed his attention to Asia.

The relationship "has grown by leaps and bounds" since 2008, Carter said, adding that he intends to discuss with his colleague the commutation rules of defense exports to India. Carter and his Indian counterpart, defence Minister Manohar Parrikar, held its 7th meeting today, and Carter previously said that he spent more time with him than "any other colleague in any part of the world."

"Relations in the security sphere between the two countries slowly remained on an upward trajectory", said the Director of the Center for South Asia Bharat Gopalaswamy, since the U.S. and India signed an agreement governing civil nuclear issues during the administration of George W. Bush.

In recent months, the U.S. and India signed several agreements, including a Memorandum on the exchange of logistics, which will enable US and Indian naval forces, to get technical support from each other. Carter also insisted on increasing joint military exercises between the two countries.
