As explained by the authors of the proposal, its implementation will give the opportunity to make a real mechanism of protection of the Residents that make insurance pension contributions.

the explanatory note says that the person, during the life oplachivali contributions required to have guarantees for their return to him or his heirs.

This offers to install the " guaranteed period receiving insurance old-age pension ". It means every year approved by the government age until which a person is insured in Accordance with the legislative act " about obligatory pension insurance in the RF ", or his heir have the opportunity to receive insurance pension.

Thus, the "guaranteed period receiving insurance old-age pension" will be calculated according to the formula: life expectancy in the Russian Federation plus 5 years.
