German delegates swore representatives of Ukraine in PACE because of Russia, said in Parliament The people's choice Rada Borislav Birch complained about the behavior of the German delegation to PACE.

The Russian delegation in PACE in 2014 deprived of voting rights and number of significant powers after the reunification of the Crimea with Russia, and then the punishment was tougher. Authorized Russia did not want to work on such terms and in 2016 started to provide need for accreditation of delegations to the session documents. His decision Moscow has extended to 2019.

in January, the PACE has reduced the number of delegates from countries participating in several committees. Prior to this, delegations were formed on the proposals of political groups and did not have restrictions on the number of participants. Authorized of Ukraine believe that the changes are aimed only against them, and the head of the Ukrainian delegation Volodymyr Ariev called it novovedenie " petty revenge for the principled position of Kiev."

Ukraine has many times threatened to withdraw from the PACE in the case of restoration of Russia's rights.
