The Rosselkhoznadzor imposed enhanced laboratory supervision over dairy products imported from 18 of the Belarusian refineries.

Russia and Belarus for several years already are discussions around the supply of agricultural products, e.g. milk, meat, dairy products and meat. The Rosselkhoznadzor periodically put a taboo on the import of Belarusian products, pointing to the problems with their quality. In addition, Moscow suspects that through this country to the Russian Federation fall foods sanctions.

in 2017, Alexander Tkachev, who held the post of Minister of agriculture, said that Belarus earns on export of milk to the Russian Federation more than three billion dollars. After the introduction of the Moscow food embargo Minsk increased the share of deliveries to the Russian Federation from one to fifteen percent, becoming the largest conduit for sanctions products.
