The Federation Council and the State Duma put together the delegation to the Parliamentary Assembly of the Council of Europe (PACE). In was composed of 7 senators and eleven deputies.

Part of the delegation representing the Federation Council, will lead the 1st Deputy head of the international Department, former Ambassador to the U.S. Sergey Kislyak. It Also included Alexander Bashkin, Andrey Yepishin, Sergei Kalashnikov, Vladimir Kozhin, Tatiana Lebedev and Sergey lissovsky.

The lower house will be represented by Vice-speakers Peter Tolstoy, and Igor Lebedev, head of CIS Affairs Leonid Kalashnikov, head of division for international Affairs Leonid Slutsky, people's deputies Svetlana Zhurova, Sergey Pakhomov, Oksana Pushkina, Irina Rodnina, Nikolai Ryzhak, the Samail sarailiev and Faith Ganza.

head of Department for international Affairs of the Federation Council Konstantin Kosachev has reminded that from-for limits of the Russian deputies to four years did not participate in the Assembly.

As noted by the speaker of the state Duma Vyacheslav Volodin, if the PACE "without exceptions" accepts the report by the Belgian Deputy Petra de Sutter on the credentials of delegations to the parliamentary Assembly on the 1st day of the session, 24 June, Russia on the same day the application is submitted to participate in the June session.

in April 2014 the Russian delegation in PACE was deprived of voting rights because of events in Ukraine and the reunification of the Crimea with Russia. In 2015, the PACE has twice considered the question of the restoration of Russian delegation's credentials, but then the law was tightened.

in response, the delegation said the refusal to work on such conditions, and in 2016-2018 did not send a petition to the confirming authority for anti-Russian sentiment. The Russian side made a proposal to amend the regulations of the Assembly position, no one has the right to deprive the authority of any national delegation.

in may, the Committee of Ministers of the Council of Europe issued a report, stating that all countries of the CE must have the right to equal participation in the Committee of Ministers and PACE.

in June, the PACE Committee on rules has adopted a draft decision, which has made the initiative to give the Russian delegation to the range of opportunities for participation in June session. The document Also proposes to amend the Charter of the organization and specify that " in case of contestation or revision of the authority members do not have the ability to be deprived of the right to vote, the right to speak, to be represented in the Assembly and its bodies."
