State Duma to ban spam and promotional SMS-messages State Duma deputies are going to prohibit unapproved advertisement through the internet and promotional SMS-messages, "Vedomosti" newspaper informs.

State Duma Economic Policy Committee recommended deputies to approve of a new advertising law on the last week, the newspaper reported. One of co-authors of the new law the deputy Vladimir Medinsky expects second reading of the bill will be given before the end of the year. The deputy says Duma deputies imposed limitations during preparation of the bill for second reading: advertisement on the internet, telephones and SMS-messages. Economic Policy Committee recommended State Duma to approve of a regulation which says advertisement should not be extended via telecommunication networks "without man?s help", and an advertisement spreader must have the user?s permission before message sending.

"I have an example: I used to receive messages on my cell phone, it was an advertisement of "United Russia" party. Metallic voice suggested me to call to United Russia if I did not agree with party?s election pledges, - deputy says. - And if an owner of cell phone rang off, this advertising call was repeated once again". The deputy says mobile phone companies will have to pose a question while conclusion of contract whether he agrees to receive advertising messages, with the attachment of the new law.

According to authors of the bill, the ban for internet spam will provoke rise in prices in that service. Now it costs $500-600 for distribution to 1 mln addresses and that is cheaply for advertisement that is why it is used so often, - Medinsky thinks. - The arrest of one or two server owners who engage in spam distribution and show trials will make messages to go up in price and reduce the number of spam."
