Local authorities defined main criteria according to which Russian citizens have right to obtain the government apartment.

The main principle is family`s incapacity to buy an apartment independently. As the chief of the Economics Institute Alexander Puzanov informed the poorest families will have a right to stay in the line of "anticipants"

According to the new rule, local officials will take into consideration the average income of the family, the cost of the flat and after that they will give the conclusion: If a family can pay for the flat or they will get it for free.

Earlier all residents had a right to stay in the line and wait for the free flat. On the one hand it took several years to wait, but on another hand sooner or later a family could move to the new flat.
