The culture Ministry has offered millions of dollars in fines for refusing to remove pirated content The penalty for failure to lock order pirated content for hosting providers and holders shall be from 100 thousand to one million roubles. These values are presented in the draft law, published on Uniform portal of legal information on 10 January.

Also, in the text of the fines for residents (from 10 thousand to 300 thousand roubles) and officials (from 50 thousand to 600 thousand).

The bill assumes such responsibility for the applicant, provided, informing about non-observance of the law on the protection of intellectual property rights in this or any other website in advance of the false information about the existence of the rights to object.

Among other things, the draft law specifies the information that the right holder shall inform, in applying for non-observance of their rights, and blocking procedure and its appeal. For example, to the owners of the websites has a duty to limit access to information containing objects of copyright. Moreover, the websites have to be of the form to receive allegations of infringement of copyright.

The Ministry of culture of the Russian Federation suggested 1st draft law on combating piracy on the Network at the beginning of may 2013. The project caused a sudden criticism of adherents of the Internet industry as ill-conceived and skewed in favour of the holders. As a result, the Ministry has agreed to subject to the finalization of the document, however, on 21 June the government has found another anti-piracy law, which used the mechanism of pre-trial blocking of websites that distribute pirated content. The use of the law, which came into force on 1 August 2013, was limited to movies and other video content.

After adoption of the law the representatives of the online industry and relevant agencies (including the Ministry of communications and the Ministry of culture) held a series of meetings to finalize. But these meetings, held under the aegis of the presidential Administration, stopped at the end of October. The result was formulated several proposals of amendments to the current law, the authors of which were made by the Duma deputies, members of the departments and industry.
