South stream is being built to supply gas from Russia to the countries of southern and Central Europe bypassing Ukraine. The EC believes that bilateral treaties of the Russian Federation with the European transit countries - Austria, Bulgaria, Hungary and Slovenia - are breaking the law by the EU. In early summer the European Commission has made a proposal to stop for a while the construction of the South stream as long as long as He will not comply with the rules of the 3rd energy package.

Russia, for its part, began proceedings in the WTO on the Third energy package, which prohibits gas producing companies to own main pipelines in the region.
