Russia intends to cooperate with Cuba on the development of the GLONASS system Russia intends to cooperate with Cuba on the development of the GLONASS system. The appropriate bill was submitted to the Duma by the Russian government.

The Russian government submitted to the state Duma a bill on ratification of the agreement between the governments of Russia and Cuba. The agreement takes into account the cooperation of 2 countries in the field of research and use for peaceful purposes of outer space. Other things, it deals with installation on the island stations of the GLONASS system.

"The agreement provides a framework and describes the urgent principles generally accepted standards and conditions for the development of bilateral relations in the sphere of space activity, even on the protection of intellectual property rights protection control and exchange of different kinds of information", - quotes RIA Novosti news the message of the Cabinet of Ministers.

The agreement meets the interests of Russia, even related to the GLONASS system. Stations of the system of differential correction and prediction of the GLONASS system will be installed on the areas of Cuba. The GLONASS system in its civil part designed to create the navigation signal with which it is likely high-precision determination of the coordinates and the speed of movement of mobile objects, equipped receivers system. I.e. on its own essence GLONASS is a direct competitor of the American GPS system. In the current quarter, the elegance data GLONASS approached the accuracy of GPS, and with the further development of the national system she can stay ahead of it.

GLONASS among other things provides the decision of tasks in the interests of safety of Russia. This, however, can be interpreted as the application of the system for military purposes, and the agreement with Cuba assumes cooperation on the peaceful uses of outer space.

The Cabinet of Ministers explained that the agreement with Cuba for its entry into force is subject to ratification because it contains other rules than those written in the legislation of the state. The document was discussed and approved at a government meeting on 5 June 2014.
