Russian Ministry of education developed new complex approach to teachers` certification, which will allow a more objective determination of knowledge and experience of the teacher. By some data, system will be introduced in 2006.

Specialists in sphere of education suggested evaluation of teachers` work in 3 stages. At first, a constant monitoring of teachers` activity will be organized.

"Constant monitoring of activity lies in determination of knowledge in the class, where the teacher teaches. Level of knowledge is determined in the beginning of the year, half a year later and at the end of the year. Then it will be evident if pupils have learnt something from the teacher", - explained the program developer, the head of Educational Quality Center, honored teacher Vladimir Soldatov.

Second moment will be the poll among scholastic staff of the school about advantages and disadvantages of a concrete teacher. "Decision will be made by all teachers of the school and not only by administration", - added Soldatov.

"The third component is an opinion of parents. Parents will not only name the best teacher but will list qualities of good teacher and name the one, who doesn`t have those", - said the expert.

At present moment system of certification in Russian schools can not evaluate level of teacher`s professionalism adequately. In different schools there are qualification exams in the form of tests, interviews or creative tasks or work of the teacher is estimated by committee, which operates in school during 2-3 days.
