Speaker of the state Duma Sergei Naryshkin connects the beginning of full-scale military operations in the Ukraine against the peaceful inhabitants, which began in April of the current year, with the PACE decision to deprive the Russian delegation of the right to vote.

" I do not exclude, that the extremely irresponsible April the PACE's decision to deprive the Russian parliamentary delegation of the right words, the right to vote, only pushed somebody in Kyiv by the beginning of punitive military operations, " Naryshkin said, speaking at the plenary meeting of the PA OSCE in Baku.

" They know the members of the PACE that they took on their own shoulders the responsibility for what was then in the East of Ukraine, " Naryshkin said. He also said that " initially unhelpful " throw in the agenda of the plenary session of PA OSCE in Baku decisions, which leads to confrontation and in the Assembly, and on the European continent. For example, in the agenda in Baku, in spite of the protest of the Russian delegation, was included in the draft decision, U.S. Senator Benjamin Cardin named " Obvious, gross and uncorrected violation of the Helsinki principles of the Russian Federation ".

Naryshkin believes that it is impossible to analyse the international legal acts, as well as among them the Helsinki final act, pulling out of them separate provisions " completely forgetting about other positions.
