Vladimir Putin signed the Decree, defining the list of information, referred to state secret. This Decree establishes new edition of the list of information referred to state secret.

Among others there are new concepts added to the list, theses are "object dislocation", "management control objects" and "nuclear complex objects", and the new edition of "sensitive facility" is given.

In some cases new definition (e.g. "defense technology" and "sensitive facility"), have been necessary to avoid conflict with existing legislation.
The Decree also clarifies authorities of the Federal agencies of executive power, having access to secret information.

The present law "About state secret" was passed in 1993, and, on experts` opinion, has become out of date, being based on soviet norms and wording, which are mostly derived from 1930s.
Another problem consists of absence of clear list of secret information. Weakness of government control in this sphere has led to loud scandals many times.
