As emphasized by proponents of this view, the law was passed in 2012 at the last meeting of the Verkhovna Rada of the sixth convocation without accounting for more than 2 thousand changes made to Parliament. According to this law, the referendum has the ability to be completely adopted any rate, ranging from confiscation of private property, the abolition or the adoption of the Constitution in any edition of the prescribed authority, and to questions of independence of Ukraine. In addition, the law provides for the prohibition of the media to carry any agitation in favor of one or the other alternative, put to a referendum.
