Kiev has violated the Minsk agreement, by adopting the law on the special status of Donbass independently, said the head of the National Council of the self-proclaimed people's Republic of Lugansk Alex Katz on Tuesday.

He said the decision of the Verkhovna Rada, which had deferred action eight of the ten articles of the law on the special order of the local government in some areas of Donbass to hold early local elections.
