The speaker of the Russian state Duma Sergei Naryshkin considers that the full world for Ukraine to recover in practice is impossible without the resumption of the constitutional process, in which participated all regions of the country.

Naryshkin recalled that at previous meetings of the working group in the state Duma on analysis of the laws of Ukraine, scientists said many times about the fact that the constitutional process in the country in fact interrupted.

"And without the constitutional process, without the participation of all political forces, authorized all regions of Ukraine, of course, difficult and even impossible to restore full peace in this country," he told reporters.
